1948 and 1949 — The Foundational US Flying-Disc Studies Released in PURSUE Release 03

The most historically important records in PURSUE Release 03 are not its videos or its modern case files. They are the foundational 1948–1949 studies in which the U.S. Army, Navy, and Air Force first formally examined "flying discs" as a military question — and the FBI's earliest case correspondence from the same era.

Why this matters: Until Release 03, the PURSUE archive was weighted toward post-2013 sensor footage and post-1947 FBI files. The new historical batch pulls the program's start date back to 1948 — putting the U.S. government's structured engagement with the UFO question alongside the founding moments of the Cold War itself.

The 1948–1949 flying-disc studies

  • DOW-UAP-D086 — US Navy Report of Flying Discs (1948). The Navy's own internal report on the flying-disc phenomenon, the year after the term "flying disc" entered public usage.
  • DOW-UAP-D084 — US Army Flying-Saucer-Study (1949). A formal Army study, the year after the Navy's report.
  • DOW-UAP-D087 — US Air Force Analysis of Flying Objects, Incidents 1–100. The first hundred catalogued Air Force flying-object incident analyses.
  • DOW-UAP-D088 — US Air Force Analysis of Flying Objects, Incidents 101–172. The next seventy-two analyses, completing the Air Force's incident batch.
  • DOW-UAP-D085 — Transmission of CIA Scientific Advisory Panel Report (1953). The Department of War's transmission record for the panel report better known as the Robertson Panel, which set U.S. UFO posture for the 1950s and 60s.

The FBI's 1949–1967 correspondence

  • FBI-UAP-D011 — D/FBI Correspondence Referral (1949). The earliest FBI correspondence file in the Release 03 historical batch.
  • FBI-UAP-D012 — Newark Field Office (1952–1967). Fifteen years of Newark Field Office UFO-related materials.
  • FBI-UAP-D013 — Washington State UFO Investigation (1952–1960). An eight-year FBI investigation file from Washington State.

The 1998 Congressional correspondence — USG-UAP-D001

One outlier sits alongside the historical batch: USG-UAP-D001 — "Congressional, White House, UFO-related Constituent Correspondence" (1998). This is the first U.S. Government file in PURSUE attributed to the legislative/executive correspondence stream rather than to a single agency. It captures public letters to Congress and the White House about UFOs in 1998 — a snapshot of civilian engagement with the question in the late 1990s, decades before AAWSAP, AATIP, or AARO formalized modern U.S. UAP investigation.

The Cold War origin documents of US UFO investigation. Until Release 03, PURSUE had nothing from the foundational late-1940s flying-disc study era. Now it does.

Why Release 03 chose now to publish these

The historical batch is short on dramatic visuals (no video, no infrared sensor stills) and long on context. Publishing them in Release 03 anchors the PURSUE program in the longer historical arc of U.S. military and intelligence engagement with the topic — and frames the modern case files (Western US Event 2023, Triangle Orbs 2021, Colorado Springs 2022) as the latest chapter of a story that began in 1948 with the Navy's first flying-disc report.
