A System Built for the Worst Day
During the Cold War, the United States built massive, expensive satellites and parked them 36,000 kilometers above Earth in geostationary orbit — hovering motionless over fixed patches of the planet. Their sensors stared down, calibrated for one thing: the infrared bloom of a ballistic missile igniting its engines.
It worked. For decades. But there were only ever 4 or 5 of them. Take one out — jam it, blind it, physically destroy it — and a quarter of the planet goes unwatched.
The Pentagon decided that was a vulnerability they could no longer live with.
This week, they did something about it.
What These Satellites Actually Do
Ballistic missiles are loud. Not acoustically — in infrared. A rocket engine at full burn produces a heat signature brighter than almost anything else humans can create. Brighter than factory districts. Brighter than cities at night. Brighter than wildfires consuming entire states.
From 1,000 kilometers up, that bloom is unmistakable.
Missile-tracking satellites carry wide-field infrared sensors calibrated to detect that specific signature — and only that signature — within seconds of launch. Not when the missile crests the horizon. Not when ground radar picks it up minutes later. At ignition.
Those seconds matter enormously. They're the difference between a 25-minute response window and a 22-minute one. In the language of nuclear deterrence, that gap is the entire ballgame.
Why 36? Why Now?
The legacy system — the Defense Support Program — was elegant but fragile. A handful of irreplaceable satellites, each one costing years and billions to build, launch, and operate. Lose one, and you don't get it back on short notice.
Adversaries noticed. Anti-satellite weapons tests by China, Russia, and India have demonstrated real capability to physically destroy objects in orbit. Electronic warfare can jam or spoof sensors. A four-satellite network, however capable, is a single-point-of-failure system in a world with multiple capable adversaries.
The Space Development Agency's answer is elegant in its simplicity: don't build fewer, better satellites. Build more, cheaper ones — and spread them out so no single action can collapse the network.
Thirty-six satellites in low Earth orbit, constantly moving, their coverage zones overlapping, watching every corner of the planet in rotating shifts. The Pentagon calls it the Proliferated Warfighter Space Architecture. Proliferated — because the word itself is the strategy. Too many to blind. Too spread out to jam.
Who's Actually Building Them
The Space Development Agency split the $1.75 billion contract between two companies: L3Harris Technologies and Sierra Space.
L3Harris has built infrared sensors for America's defense satellites for decades. They are, in many ways, the company that puts the eyes on the spacecraft. Sierra Space is better known for the Dream Chaser spaceplane and commercial space station ambitions — but it is now part of building the hardware whose only purpose is to watch for nuclear launches.
The Space Development Agency itself was only created in 2019 — a deliberately small, fast-moving office inside the Space Force designed to break the slow, expensive procurement cycles that gave America its aging legacy infrastructure. In seven years, it has gone from a blank-sheet concept to a $1.75 billion active contract. For the Pentagon, that pace is remarkable.
Europe Is Writing Its Own Check
The timing of this announcement is not coincidental.
Also this week, the European Space Agency released its annual spending report. European government space spending jumped 12% in 2025 — to $15.4 billion. The entire growth was driven by one force: defense.
While global space spending actually declined 3% last year, Europe bucked that trend decisively. The reason is Ukraine. The war demonstrated, in real time, how dependent modern conflict is on satellites — for GPS accuracy, for communications, for reconnaissance, for targeting. European governments watched and concluded they could not continue depending on American infrastructure for their own security.
Space used to be defined by exploration budgets. Now the numbers tell a different story entirely.
The Number You Sit With
Here's the part worth actually thinking about.
Thirty-six satellites. $1.75 billion. A decade-long program to ensure that if a ballistic missile launches anywhere on Earth, a government knows within seconds.
That system needs to exist because the world has enough active warheads to make it necessary. The satellites aren't the unsettling part. The reason they have to exist is.
The standard counterargument — and it's a serious one — is that this is exactly how deterrence is supposed to work. A country that knows its launch will be detected globally, immediately, with no ambiguity, is less likely to miscalculate about consequences. Transparency at scale reduces the risk of accidental escalation. You build the watchers precisely so no one ever forces them to do their job.
It's a strange thing to construct. A $1.75 billion system designed to be most successful when it's never actually needed.
