Her substantive position has consistently been that the public-record disclosure of US government UAP-related material is substantially less than the institutional record would support, that the existing classification frameworks have produced inappropriate constraints on public access to the relevant material, and that congressional action to compel expanded disclosure is institutionally appropriate.

The bipartisan congressional context

Whether the contemporary congressional engagement will produce substantively greater institutional disclosure across the coming years is itself an open question. The advocacy framework that Luna and her congressional colleagues have established creates the conditions for such progression to occur but does not guarantee it.
